Key to the countryโ€™s future international education sector is people-to-people connections and personal relationships, rather than the economic impact of international students, New Zealandโ€™s education minister told The PIE, as he joined a delegation visiting the 2022 NAFSA conference. The country has also launched a new global marketing campaign.

โ€œWithin the international education sector in New Zealand there is a good degree of consensus about what weโ€™re trying to achieve,โ€ Chris Hipkins said in Denver.

The country has announced an โ€œimmigration rebalanceโ€ andย a consultation on an updatedย New Zealand International Education Strategy, which will close on June 24. Grant McPherson, chief executive of Education New Zealand Manapou ki te Ao, has spoken ofย an โ€œincreased certaintyโ€ around the operating environment for the countryโ€™s international education sector.

Theย draft of theย NZIES 2022-2030ย planย includes two phases, McPherson said on May 25.

โ€œThe first phase is about rebuilding and recovery โ€“ promoting New Zealandโ€™s education brand and supporting student recruitment,โ€ McPherson explained.โ€ฏโ€The second phase aims to build capability and investment in a more diverse and resilient international education sector.โ€

โ€œActually this isnโ€™t just about volume, itโ€™s about real value, not just for New Zealand but for the students who are studying in New Zealand,โ€ Hipkins told The PIE at NAFSA.

โ€œThe ideal international student for us as one who leaves and wants to come back years down the track and bring their new family with them and maintain those links with the people that they become close with while they were in New Zealand.โ€

The new approach to international education revolves around quality education, as well as unique experiences that are available in the country.

โ€œWe want international students, when they come to New Zealand, to find it a life changing experience. Plenty of other countries offer [fantastic education experiences], but we can offer them a fantastic life experience as well.โ€

The gradual reopening of borders has benefited New Zealand in that it will โ€œspread the demand for visa processingโ€ ahead of an anticipated flurry of applications followingย two years of built up demand, he suggested.

โ€œNot flooding the system with a whole lot of [visa] applications that then grind everything to a halt has been a key factor in the way weโ€™ve staggered our reopening,โ€ย Hipkins said.

โ€œWe will absolutely be able to give [students] a timely decision so that they can make their plans for 2023โ€

โ€œThe visa processing opens from July 31. And we will absolutely be able to give [students] a timely decision so that they can make their plans for 2023. Some might just squeeze in for this for the second half of 2022.

โ€œWeโ€™re pretty confident weโ€™ll be able to turn [applications] around within a reasonable timeframeโ€ฆ there are some markets where thereโ€™s been higher incidence of visa fraud. They tend to be markets that take longer to process them.โ€

There will now be a โ€œreally big push from New Zealandโ€™s universitiesโ€, he noted.ย Aย new global brand campaign โ€“ย I AM NEW โ€“ will be targetingย 10 key markets from June 2, in time for the border reopening.

Central to the new campaign are the stories of eight international students from China, Colombia, Germany, India, Japan, Thailand, the US and Vietnam. Together withย Mฤori fashion designer Kiri Nathan, they have designed individual โ€˜kฤkahuโ€™ (garments) that symbolise their educationalย attainment as well as theย cultural journey they haveย undertaken during their time in the country.

โ€œWhat we offer global students is an opportunity to experience something new, different, and ongoing,โ€ McPherson said on the launch of the campaign. โ€œIt is a new perspective that redefines success in global education beyond degrees and academic achievement and builds greater understanding of the value of continuous learning throughout life.โ€

In the first year of Covid, higher education held up โ€œpretty wellโ€, Hipkins continued, while 2021 was tough when international numbers started toย drop off. Further, 2022 โ€œhas been really toughโ€ as students on three-year programs completed their courses, while only limited numbers of international students had enrolled.

โ€œItโ€™ll take us a year or two to build back because if youโ€™re rebuilding that pipeline, it will take a year or two,โ€ he said.

It is hoped the updated international education strategy will create a sector that is โ€œmore high-value and innovative international education offeringsโ€.

Diversity among incoming international students โ€“ as well as an emphasis on outbound mobility and global citizenship โ€“ is at the heart of the agenda going ahead.

โ€œWe want to make sure that we get weโ€™re attracting a really diverse international student community. There are some obvious large growth areas for New Zealand, weโ€™ve got a lot of international students from China and India and we absolutely will be welcoming them back as soon as weโ€™re able to.

โ€œBut actually we want to see a greater diversification in our international student population as well,โ€ he told The PIE ahead of a promotional tour toย Latin America.

The minister was speaking with The PIE at the NAFSA conference in Denver.

Theย Primeย Ministerโ€™s Scholarships to Asia andย Primeย Ministerโ€™s Scholarships toย Latin America for New Zealand students sawย 30 and 10 group applications, respectively, the government announced on May 25. The total value of applications for the outbound funding reached $8.7 million โ€“ around the same total funding compared to pre-Covid.

And China โ€“ which remains โ€œan incredibly important international education partnerโ€ โ€“ is also key asย demand for Chinese language in New Zealand schools is such โ€œthat we canโ€™t keep up with itโ€, Hipkins said.

โ€œThrough our international arrangements with them, they send [language assistants] to New Zealand to teach the Chinese language in New Zealand schools and frankly, the schools just canโ€™t get enough of them.โ€

Hipkins explained that the recently announced changes in post study work rights were designed to stop a โ€œvery limited number of providersโ€ that had beenย marketing New Zealand international education as a destination to live in, rather than one to study in.

Whileย degree level students maintain work rights that mirror the length of their studies,ย non-degree students will no longer have access to work after graduation, unless fillingย specific shortage and skilled occupations.

โ€œIn terms of post-study work rights, for those who are at degree level, thereโ€™s still been a very strong post-study work right opportunities there,โ€ย Hipkins.

The changes below degree level areย designed to stop the exploitation of international students, who are viewed by some as โ€œa source of cheap labour for New Zealand businessesโ€, he said.

โ€œWeโ€™ve taken a very low tolerance approach there because thatโ€™s not good for New Zealand, itโ€™s not good for the students. Weโ€™ve effectively tried to drive that out of the market.โ€

The minister had been criticised by theย New Zealand International Studentsโ€™ Association for theย use of the phrase โ€œbackdoor residencyโ€, which it said fuels existing anti-international/ anti-migrant and prejudicial attitudes in the country.

โ€œWe want to make sure that whatever weโ€™re putting out to the world as a really compelling offering for international studentsโ€

Responding to the comments from NZISA, the minister was quick to state that it was not a criticism of the students.

โ€œUltimately they were doing what they had been offered. Itโ€™s more a criticism of a small number of the providers in terms of how they were promoting New Zealand.

โ€œWe also got some disappointment from some students who came to New Zealand and they didnโ€™t get necessarily the opportunities that they were offered. And so we want to make sure that whatever weโ€™re putting out to the world as a really compelling offering for international students and one that we actually deliver on.โ€
